PORTTFlBST BAT, " SENATE. ';- - January 30. , Mr. Bell, a petition from certain citizens of Craven county against a bill to protect small farmers. THE USURY BILL. The Usury bill coming upas unfin ished business, Mr. latasbee said the great and cry ing evil in this State to-day was the need of a greater volume of currency. Any law that would place more money in circulation and give it greater freedom would , benefit the people and the business of North Carolina. He believed any law re stricting the rate of interest was det rimental to the best interests of the State. The nations to-day of the highest rder of civilization had no usury laws upon their statute books. Spain was the only natiorMn the old world that had stringent usury laws, and she was behind all others in civ- liizajf. stjci general prospentv. LUC ob- and loaned tbore because a greater rate of interest can be obtained than ;is al lowed in this State. He obtained this information from a Norfolk banker, who knew what he was talking about. The question of supply and demand would regulateeverything, and in no rtioney had been tried had it not regu lated itself and: the rate of interest be come low. This stringent law affect- ed tne poor man it loreed property into the market, and" this propety was bought by the monied men at a terrible sacrifice to the poor man. North Carolina needed above -all things else capital to develop the many resources that lie hiddeu in her bosom, to open up the wealth of her mines and to display to the world the riches that were now lying dormant. He was not arguing in favor of the banks or the monied men of the State; he was advocating what he considered the best interests of the whole people. This Legisla ture can fix a rate of interest, but it would prove a dead letter. It would be violated every day, and could not be enforced. If this Legislature could force a rate of interest and thereby place money at the command of the borrower at this rate of in terest, he would vote for even lower rates than six per cent. Why not place it at three per cent ? The Legislature might as well try toregu- " - - - fcj late the money of the land. It could isolate North Carolina from her sister hood of States in a financial or busi ness sense, but it could not regulate the urice of money. He wanted the people of North Carolina re lieved, aud he proposed to offer an amendment, if this bill passed, pre venting any merchant or trader from charging more than 15 per cent. This was as feasible as the proposition to compel a man to sell his money at 6 per cent, or to prevent a man from paying morer Let us have an estab lished rate of interest where no writ ten contract was made, but otherwise leave men to trade as they thought fit. As we staled in our last issue, the jury failed to agree in the matter of assessing the property along the line of Front street for the benefits by the . laying of the Belgian block pavement In accordance with that state of the case, jthe City Clerk and Treas urer yesterday notified the owners or agents of the property on Front street that another meeting would he held at the City Court Room this evening, 2d inst., to appoint a committee of three jurors to confer with the committee on the part of the city, to assess the benefits to the property improved by paving Front street with Belgian blocks between Orange and Chesnut streets. Dennis Miller, charged with larceny, and William Marsteller, charged with assault and battery, were boundje-yer to the next term of the Court in the sum of $200 each. The Cotton Vaetory We are glad to learn that the cotton fac tory is rapidly approaphing completion The stringency of the times which has so seriously interfered with prgres3 in olner departments of trade or comraeice has had no material effect on this. As far as we are informed, workmen have been employed steadily and their advancement has been as rapid as could be desired. - Many anticipa tions of the favorable effect-this important improvement will have upon the future commercial prominence of our city are justly indulged in. , . i The existence of a cotton factory in our city opens the way for manuf acturies of all kinds. The present enterprise is but the breaking of the ice and its success may be taken as good omen. The Harbor Master reports the following arrivals for the month of January just past: Steamers, 14; barques, 7; brigs,' 3; schoon ers, 8. Total, 32. Aggregate tonnage, 14,- 752; aggregate foreign tonnage, 3,156. The pilots report the following soundings on Bars and Rips: Bald Head channel, 10 feet 8 inches low water; Western Bar, 11 feet 6 inches; Rip, 7 feet low water; New Inlet, 7 feet 6 inches; Rip, 9 feet low water. j B. The steamship Benefactor, one of the steamers running between this port and New York, arrived on Sunday from the latter port, commenced to unload at 12 o'clock the same night, and by 4 o'clock yesterday evening had discharged her cargo and completed reloading for New York, and was ready for sea.
